Rights or Entitlements?

What is the difference between rights and entitlements? A free society must recognize the difference. Legitime rigths can be acted on by individuals without the assistance of govermentand without forcibly interfering with other individuals . Entitlements cannot be fullfilled except through specific goverment actions which require forcible interference with others.
